Saudi Arabia’s $32 Billion Investment in Entertainment and the Rise of the Experience Economy

Forty miles outside Riyadh, a stretch of desert escarpment is being transformed into a large-scale entertainment and urban district. Led by Qiddiya Investment Company (QIC) and backed by the Public Investment Fund, Saudi Arabia is allocating approximately $32 billion to develop attractions, sports venues, cultural infrastructure, and mixed-use districts under Vision 2030. As reported by Bloomberg, the project forms a central component of the Kingdom’s strategy to diversify its economy beyond oil (Burke, 2026). This initiative represents a deliberate shift from hydrocarbon dependence toward experience-based economic growth.

Construction milestones signal movement from strategic planning to asset delivery. Six Flags Qiddiya City has reached approximately 89% completion, while Aquarabia water park has surpassed 84%, positioning both for staged openings in 2025 (Italian Trade Agency [ICE], 2024). In capital-intensive projects, this transition marks the point where narrative ambition converts into operational accountability.

Six Flags Qiddiya City spans roughly 320,000 square meters and includes 28 rides distributed across six themed lands (ICE, 2024). Its flagship attraction, Falcons Flight, is promoted as the world’s fastest, tallest, and longest roller coaster, reaching 250 km/h, rising 195 meters, and extending 4.3 kilometers (Six Flags Qiddiya City, 2026). In the global theme park sector, record-breaking attractions function as strategic positioning tools. Record-scale attractions serve as international brand accelerators, not merely entertainment features.

Aquarabia, described as the Middle East’s largest water theme park, covers approximately 250,000 square meters, including 40,000 square meters of built structures (ICE, 2024; Qiddiya, 2026). The park features more than 22 rides and attractions, including Junoon Drop and Speedy Jamezales, alongside Surftopia, the Kingdom’s first surf pool (Aquarabia Qiddiya City, 2026; Time Out Riyadh, 2024). Gulf News confirms that its opening aligns with Eid Al Fitr timing (Gulf News, 2026). Aquarabia integrates water recycling systems designed to reduce water waste by up to 90%, a critical design element in a desert climate (Time Out Riyadh, 2024). Sustainability is embedded as operational infrastructure rather than symbolic design.

The investment model follows structured sequencing. In December 2021, QIC awarded a $1 billion construction contract for Six Flags to a joint venture between Bouygues Batiment International and Almabani General Contractors (ICE, 2024). In 2022, a $500 million contract for Aquarabia was awarded to El Seif Engineering Contracting and ALEC Engineering and Contracting (ICE, 2024). Global engineering expertise combined with regional contractors reflects a hybrid industrial strategy.

Operational management has been entrusted to Six Flags Entertainment Corporation (ICE, 2024), separating sovereign capital ownership from international operating experience. Capital builds the platform; global operators activate performance.

Infrastructure expansion accompanies the attractions. QIC has advanced civil works including a 260-meter dual-carriageway bridge forming part of Qiddiya’s outer ring road (ICE, 2024). Accessibility determines throughput, and throughput determines economic viability.Mobility infrastructure is revenue infrastructure.

Technology integration strengthens yield optimization. Accesso Technology Group is implementing the Accesso Horizon system to integrate ticketing, queue management, and guest analytics across the district (Trade Arabia, 2024).
