De-Risking Information: Luciano Floridi and the Ethics of the Infosphere

In December 2025, as governments and organisations confront the systemic risks created by generative AI, autonomous decision systems and hyper-complex data flows, Luciano Floridi’s philosophy of information provides one of the most compelling frameworks for understanding how to “de-risk” the informational environment. The accelerating dependence of economies and institutions on digital infrastructures makes information quality a primary determinant of political stability, economic resilience and organisational legitimacy. Floridi begins from a radical ontological insight: information is not merely a tool for describing the world; it is the structural fabric of reality itself, an idea central to his theory of informational structural realism (Floridi, 2011). If everything that exists is made of, or constituted by, information, then every entity becomes an informational entity with intrinsic value.

From this premise emerges an ethical orientation that Floridi calls ontocentrism, where moral responsibility extends beyond human beings to the entire infosfera, the ecological environment comprising all informational entities (Floridi, 2013). For policymakers and corporate leaders, this implies that safeguarding informational environments is not optional: it is foundational to governance, economic growth and societal trust. De-risking information, in this view, is not a technical matter confined to data management or system reliability. It is a systemic obligation, because the degradation of information directly translates into institutional fragility, market volatility and geopolitical exposure. The quality of information determines the quality and sustainability of the environments in which both humans and artificial agents coexist.

A central risk to this environment is informational entropy, the degradation, corruption or loss of informational structures. Floridi interprets entropy not only as a technical failure but as a moral harm: increasing entropy diminishes the capacity of informational entities to flourish. In practical terms, high informational entropy undermines regulatory capacity, strategic decision-making and operational continuity — three domains that political and corporate leaders cannot afford to compromise. This is why he formulates his Four Laws of Information Ethics, which aim to prevent, reduce and repair entropy while promoting the flourishing of the infosphere as a whole (Floridi, 2013). In the digital landscape of 2025, managing informational entropy has become a baseline requirement for risk governance, national security and economic competitiveness.

A second pillar of Floridi’s thinking is the concept of logical depth, introduced by Bennett (1988) and reinterpreted by Floridi as a measure of informational value. Logical depth captures the extent to which an informational structure results from a long, complex generative process. Information that embodies long evolutionary, cognitive or cultural histories — such as scientific knowledge, autobiographical memory, linguistic traditions and institutional norms — possesses higher value and therefore warrants stronger protection (Floridi, 2016). For investors and CEOs, this insight reframes high-value information assets as long-range strategic infrastructures whose degradation can produce irreversible economic and operational losses. In the era of large generative models capable of fabricating surface-level information at scale, the distinction between high-depth and low-depth information has become critical for risk assessment and governance.

The third dimension concerns the relationship between information, power and uncertainty. Floridi argues that in mature digital societies, power no longer resides primarily in the possession of information but in the ability to manage uncertainty responsibly (Floridi, 2020). This principle has become strategically decisive in 2025, as organisations and states face unprecedented uncertainty driven by algorithmic opacity, information disorders and the rapid evolution of autonomous systems. This observation anticipates many of the governance concerns that dominate public debate: asymmetric access to data, the opacity of algorithmic systems, the fragility of public-information infrastructures and the risk that misinformation erodes democratic deliberation. As scholars such as Nissenbaum (2004) and Zuboff (2019) have shown, the quality and distribution of information are central not only to privacy but to justice, autonomy and civic resilience. For political leaders, this means that informational governance is now a core instrument of democratic stability; for CEOs and investors, it means that uncertainty management has become a leading predictor of organisational performance and market credibility.

Taken together, Floridi’s philosophy proposes that de-risking information is not merely a matter of technical safeguards, regulatory compliance or cybersecurity resilience. It is a strategic imperative that defines institutional durability, market stability and national resilience in the age of AI. It is a systemic ethical responsibility grounded in the recognition that information is the medium through which life, knowledge, institutions and democratic structures are made possible. Protecting information is therefore inseparable from protecting the economic, political and organisational conditions that allow societies to function. In a world increasingly shaped by autonomous agents, generative AI and evolving informational threats, Floridi provides a conceptual foundation for understanding why safeguarding the infosphere is essential to stability and integrity. For decision-makers at all levels, de-risking information is now a prerequisite for sustainable governance, strategic foresight and long-term prosperity.
